Village Board
The Village of Edgar is governed by a Village Board comprised of six Trustees in addition to the President, who is a Trustee by virtue of his office as President. Three Trustees are elected at each annual spring election for a term of two years, commencing on the third Tuesday of April in the year of their election. The Village President is elected at the spring election in odd numbered years for a term of two years, commencing in the third Tuesday of April in the year of his election.
Regular meetings of the Village board shall be held on the second Monday of each month at 8:00 p.m. following the monthly meeting of the Finance Committee, which convenes the second Monday of each month at 7:30 p.m.
Committees are appointed by the Village President, subject to confirmation by the Village Board. Standing Committees shall review such matters as may be referred to them by the Village Board and shall submit recommendations for Board action.
Finance Committee
The Finance Committee participates in the formulation of the annual budgets for the General Fund, Sewer Utility Fund, and Water Utility Fund. The committee monitors those budgets throughout the year. The annual budget directly impacts the property tax levy for each year.

License/Building/Safety/Zoning Committee
The License/Building/Safety/Zoning Committee is responsible for keeping the Village's building codes up to date with current building technology and state regulations. This committee reviews and conducts hearings on zoning matters within the Village, establishes and reviews policies in regard to law enforcement and other safety issues. They also review applications for licenses issued by the Village, particularly cigarette and alcohol licenses.

Water & Sewer Committee
The Water and Sewer Committee deals with issues relevant to providing safe drinking water to the community. They are concerned with the condition of the wells providing water to the Village. The committee also is responsible for above ground storage (water tower), the distribution system (water mains), and pumping and treatment equipment. The committee is responsible for ensuring that Department of Natural Resources requirements for the qualities of water are met by the utility.

Street & Recycling Committee
The Street & Recycling Committee is responsible for issues dealing with street maintenance and construction. They annually review the conditions of the streets within the Village and assist in the preparation of the 5-Year Street Improvement Plan. They review traffic patterns and recommend to the Village board that sidewalk be installed in areas of need. The committee reviews street construction bids and recommends approval of contracts. This committee is also responsible for reviewing equipment needs on an annual basis and recommends replacement of equipment as necessary. The Street/Recycling Committee is also responsible for reviewing and renewing contracts for garbage and recycling collection. They also oversee the spring clean-up and the collection of yard and garden waste.

The Park Commission consists of two trustees and from five to seven citizen members. The Park Commission responsibilities are to manage, control, improve and care for all public parks in the Village and to secure the quiet, orderly and suitable use and enjoyment thereof by the people.

Planning Commission
The Planning Commission consists of the Village President, two Trustees, the Chairperson of the Park Commission and five citizen members. The primary responsibility is the formulation of a comprehensive (master) plan for the Village. Land use issues, e.g.(acquisition for streets, parks and utilities) approval of land plots within the Village and amendments to land use ordinances are also included.

Community Development Block Grant Committee
The Community Development Block Grant Committee (CDBG) was established in the mid-80's to aid in the administrations of housing rehabilitation grants. The funds are currently available on a revolving basis to lower and middle income homeowners for energy conservation-type improvements, accessibility improvements, and other qualifying improvements.

Citizen Participation Committee (CPC)
The Citizen Participation Committe shall be comprised of the members of the Village Board of the Village of Edgar. Its purpose will be to assure adequate opportunity to members of the community to participate in the Community Development Block Grant Program.
